The two major regular police forces in the Third Reich were the Kriminalpolizei, better known as the Kripo, and the Ordnungspolizei (Order Police; Orpo). In the case of the Orpo, their duties were those of any regular police force, from policing towns, cities and rural areas to managing traffic and monitoring waterways. As the war expanded, Himmler realized that the extent of the occupation zones meant that policing couldn't be provided purely by German units, despite the fact that Hitler had shown a passionate opposition to allowing foreigners to bear arms and police the Reich. In spite of that, Himmler got his way and on 25 July 1941 ordered that occupation SS forces organize "additional protective units from the ethnic groups suitable to us in the conquered areas as soon as possible.'
In November, 1941, Himmler also ordered that these auxiliary police be formed into units called the Schutzmannschaften der Ordnungspolizei (Detachments of Order Police). They were also known as Hilfspolizei (Auxiliary Police; Hipo) or, in the occupied Soviet territories, as Hilfswillige (Voluntary Assistants; 'Hiwis'). The enthusiasm for joining the police military units was very impressive.
The SS-Polizei Regiments,as they became known after February, 1943, and the various foreign auxiliary police units were generally used in anti-partisan, ghetto policing, Jewish deportation, and general order roles in the East. The regiments were typically about 2,800 men strong with a regimental headquarters, motorized signals company, motorcycle company, pioneer platoon, three battalions of 700 men each, an infantry gun company, an antitank company, an armored company, and a workshop platoon.
Some of the foreign auxiliary police units were also deployed in assisting the Einsatzgruppen during extermination and deportation operations. In fact, their behavior in support of Wehrmacht and SS units could shock even racially hardened German sensibilities. In Poland, in 1939, for example, Volksdeutche serving with the Orpo behaved with such violent prejudice against Jews and other groups within the Polish community, that the local Gauleiter recommended they be disbanded.
